New Inquiries – 

•           6 February 2023– Mr Brad Elder– HRNSW Stewards have commenced an investigation in relation to a report from the Australian Racing Forensic Laboratory (ARFL) that Levamisole had been detected in the post-race urine sample taken from LIL RIPPER NZ following its win in race 2, the BESTINBEDS.COM.AU WARATAH FINAL (1609 metres) conducted at Tabcorp Park Menangle on Saturday 10 December 2022.

The reserve portion and control solution have been confirmed by Racing Analytical Services Limited (RASL) in Victoria.

•           10 February 2023– Mr Anthony Schembri– HRNSW Stewards have commenced an investigation in relation to a report from Racing Analytical Services Limited (RASL) that Cobalt above the threshold of 100 micrograms per litre in urine had been detected in the urine sample taken from GRENADE following its win in race 2, the PAEWAI SHEARING PACE (1900 metres) conducted at Broken Hill on Saturday 14 January 2023.

The reserve portion and control solution have been sent for confirmation.        

Appeal Decisions – 

·               2 February 2023– Mr Stuart Glasby appealed the decision of HRNSW Stewards to fine him $1000 ($500 of which was suspended for a period of 12 months) months after he was found guilty of a charge issued pursuant to AHRR 231(2) after he misconducted himself at the Tamworth Paceway on 3 August 2022. By decision of the NSW Racing Appeals Tribunal, the appeal was upheld and a fine of $800 ($400 suspended conditional upon 12 months good behaviour) was imposed.

·               7 February 2023– Mr Peter Russo appealed the decision of HRNSW Stewards to find him guilty and disqualify him for a period of 3 years 6 months in relation to a charge issued pursuant to AHRR 190 (1), (2) & (4) following advice received by HRNSW that Total Plasma Carbon Dioxide above the prescribed threshold had been detected in the pre-race blood sample taken from DIVINE DIVA prior to it running in race 3, the WARDS ACCOUNTING GROUP LADYSHIP PACE (1609 metres) conducted at Tabcorp Park Menangle on Saturday 9 October 2021. By decision of the NSW Harness Racing Appeals Tribunal the appeal against conviction was dismissed. In relation to penalty, the appeal was upheld and a disqualification period of 2 years 7 months and 2 weeks was imposed.

·               13 February 2023– Mr Mitch Hutchings appealed the decision of HRNSW Stewards to disqualify him for a period of 18 months in relation to two (2) charges issued pursuant to AHRR 213 and AHRR 243 in relation to the mistreatment of a horse. By decision of the NSW Harness Racing Appeal Panel the appeal against the breaches were dismissed and the penalty was confirmed.

Mr Hutchings appealed that decision to the NSW Racing Appeals Tribunal and by decision on Monday 6 March 2023 the appeal was dismissed and the penalty confirmed.

·               15 February 2023– Mr Jimmy Brown appealed the decision of HRNSW Stewards to find him guilty and suspend his driver’s licence for a period of 4 weeks after he pleaded guilty to a charge issued pursuant to AHRR 149(2) when driving the horse NO RUSHING in Race 5 at Leeton on Tuesday 8 November 2022. By decision of the NSW Harness Racing Appeal Panel the appeal against the breach of the AHRR was upheld.

·      17 February 2023– Mr Tony Pullicino appealed out of time against the decision of HRNSW Stewards of 5 September 2013 to disqualify him for a period 12 years after he pleaded guilty in relation to a charge issued pursuant to AHRR 190 (1), (2) & (4) following advice received by HRNSW that Total Plasma Carbon Dioxide above the prescribed threshold had been detected in the pre-race blood sample taken from OUR ICARUS prior to it running in race 8 at Tabcorp Park Menangle on Tuesday 27 August 2013. By decision of the NSW Harness Racing Appeals Tribunal the appeal against penalty was upheld and a disqualification of 7 years and 6 months imposed.

·      20 February 2023– Mr Nathan Townsend appealed against the decision of HRNSW Stewards to disqualify him for a period of 12 months after he pleaded guilty to a charge issued pursuant to AHRR 190 (1), (3) & (4) in that he was the person in charge of the horse GOOD COP which was presented to race at Parkes on Monday 4 October 2021 with a prohibited substance in its system, namely Modafinil and/or Modafinil Acid. By decision of the NSW Harness Racing Appeal Panel the appeal was upheld and a 12 month suspension was imposed.

Mr Townsend has appealed that decision to the NSW Racing Appeals Tribunal. In addition, HRNSW has confirmed that the original penalty of a 12 months disqualification imposed by HRNSW Stewards will be sought.

Integrity Information – 

  • During the month of February 2023, HRNSW Integrity department obtained 

835 Race day samples. 

As per normal HRNSW procedure all samples have been submitted for analysis.
