Harness Racing SA (HRSA) is the governing body for harness racing in South Australia. HRSA is responsible for regulating, developing and promoting harness racing throughout the state.

Opportunity

HRSA has an exciting opportunity for an experienced Stipendiary Steward with a strong racing background to fill the role of Chief Steward.

About the Role

The Chief Steward is responsible for providing leadership and oversight to a state-wide team of Stewards in the monitoring and controlling of harness racing meetings across the SA.  The role is responsible for chairing all major meetings in the Metropolitan area ensuring high levels of integrity and strict adherence to all policies, legislation and requirements.

Essential requirements:

  • Demonstrated experience as a racing official, or relevant regulatory experience
  • Appointment and ongoing assignment is subject to the satisfactory participation in mandatory preemployment and ongoing probity screening.
  • Current valid Driver’s License
  • Willingness to travel and work evenings, weekend and public holidays under shift provisions
  • Willingness and capacity to work with animals

 

Key accountabilities include:

  • Lead and manage a team of stewards across the state including work allocation, capability development and performance management ensuring high levels of staff engagement, motivation and integrity to deliver high quality stewarding and officiate at race meetings.
  • Chair harness racing meetings in the Metropolitan and Country areas and perform a range of steward activities to ensure that racing is conducted fairly in accordance with the Rules of Racing and  policies / procedures and codes of practice.
  • Lead the development, implementation and ongoing evaluation of standards, systems and protocols across harness racing including racing meetings, trials and harness identification activities in consultation with the CEO to ensure rules and regulations are adhered to across the industry.
  • Lead and manage the disciplinary process including conducting investigations and inspections and overseeing the conduct of investigations in the region to ensure adherence to policies and processes and all legislative obligations are met.
  • Provide coaching, training and guidance to the staff on the rules, policies, procedures, tribunal proceedings and various aspects of administrative law to drive compliance and consistency.
  • Provide expert advice to the Board and Executive on regulatory issues relevant to harness racing stewarding operations to support effective decision making.
  • Develop and implement processes and systems to detect race fixing and wagering anomalies to ensure the integrity of harness racing across SA.
  • Develop and implement effective industry integrity complaints processes and protocols to enhance transparency and confidence in the resolution of outcomes.
  • Implement effective systems and processes for the sampling of standardbred horses for the purpose of drug/prohibited substance detection, to ensure consistency with evidentiary requirements throughout the swabbing process.
  • Responsible for the licensing of participants

About you

Key skills, experience, qualifications and attributes. The successful applicant will demonstrate the following skills/experience/qualifications/attributes:

  • Previous appointment as a Chair of Stewards/Senior Steward in the racing industry, together with an in-depth knowledge of the Rules of Harness Racing.
  • Previous experience in managing inquiries and investigations, together with representation at Appeal level.
  • Excellent knowledge of the racing industry.
  • An understanding of the principles of natural justice and procedural fairness.
  • Exemplary communication skills and the ability to interface with a diverse range of industry participants.
  • Well-developed time management, self-management and organisational skills.
  • Advanced perceptive and observational skills.
  • Sound written and verbal communication skills, including the ability to consult and resolve conflict.
  • The ability to accept and adapt to change.
  • Ability to maintain the highest levels of integrity and confidentiality.

Remuneration: The successful applicant will be provided a remuneration package commensurate to their relevant experience.
