Harness Racing Victoria (HRV) Stewards have issued a charge against unlicensed person Matthew Talty under Australian Harness Racing Rule (AHRR) 238 which states:

     A person shall not fail to comply with any order, direction or requirement of the Controlling Body or the
     Stewards relating to harness racing or to the harness racing industry.

HRV Stewards have also issued a charge against licensed stablehand Dylan Schembri under AHRR 245 which states:

     A person shall not direct, persuade, encourage or assist anyone to breach these rules or otherwise engage
     in an improper practice.

It is alleged that the unlicensed Matthew Talty breached the Covid-19 protocols by gaining entry to a trial meeting at the Kilmore Racecourse on 19 May 2020 with licensed stablehand Dylan Schembri.

The charge will be heard by the Victorian Racing Tribunal on a date to be fixed.
